Pre-disaster planning also connects community plans to guide post-disaster decisions and investments. This document aids in understanding the key considerations and processes that a local government can use to build a community’s recovery capacity and develop a pre-disaster recovery plan. In addition to the planning considerations and associated activities, the guide includes recommendations for local governments and a checklist to help assess recovery capability.
