Progress of the implementation of the Hyogo Framework for Action and recovery from tsunami and earthquake

Almost two years have passed since the World Conference of Disaster Reduction (WCDR) was held in Kobe in January 2005, just after the Indian Ocean Tsunami in December 2004.

The WCDR adopted the Hyogo Frame Work for Action (HFA) as a guiding framework for disaster risk reduction efforts during the next decade, including the importance of “Post Disaster Recovery Incorporating Risk Reduction Issues”.
Indian Ocean Tsunami affected countries and Pakistan, which was hit by a devastating earthquake in October 2005 are on the way of recovery aiming for Build Back Better than Before.
On the occasion of the 2nd anniversary of the WCDR and the Indian Ocean Tsunami together with the 12th anniversary of the Great Hanshin-Awaji Earthquake which accomplished the “Build Back Better Recovery”, the Government of Japan with Disaster Reduction Partners will organize an International Forum on Tsunami and Earthquake with the theme “Recovery from the Indian Ocean Tsunami (and other devastating earthquakes) along the Hyogo Framework for Action (HFA)”
Main objectives of this Forum are indicated below
a) Recognition of the important perspectives for post disaster recovery from devastating disasters 
The Forum will invite Ministers of the countries affected by the devastating tsunami and earthquake to have a special speech on their country’s experiences, endeavors and challenges ahead on the recovery and rehabilitation of the affected area as well as on building county and communities resilient to disasters along with the HFA, based on which participants can share the reality of the challenging recovery process and discuss pragmatic ways to Building Back Better.
The Forum will also invite the representative of the World Bank, to have a special speech on the Bank’s new initiative for supporting the implementation of HFA , the Global Facility for Disaster Reduction and Recovery (GFDRR), focusing on how the initiative can help disaster-stricken or disaster-prone countries resilient to recurring disasters and break the vicious circle of disasters and poverty towards the sustainable development.
The Forum will also invite the UN Special Envoy for Tsunami Recovery President Bill Clinton to deliver a video message on his activities to support the Post Disaster Recovery from the Indian Ocean Tsunami in line with the global views of the HFA.
It is expected that the participants from various sectors will share important perspectives for post disaster recovery from recent devastating disasters.
b) Inter-sectoral Exchange of Information of Lessons and Experiences for future Road Map of ongoing Disaster Recovery
The forum will invite representatives of agencies and individuals engaged in post disaster recovery management in Tsunami and Earthquake affected countries for sharing their experiences. It is expected that reports and discussions on case studies, good practices and lessons learned focusing on disaster risk reduction as well as methodologies to monitor the process of recovery will help the governments, UN agencies and international organizations to formulate strategies towards the development of a Road Map for future recovery activities.
c). Dissemination of Policy Feedback for the HFA through actual recovery activities
The forum will share and review the works undertaken by the government and other stakeholders on post disaster recovery. It is expected to have policy feedback for the HFA for ongoing and future disaster recovery for safer, securer and better disaster resilient society.
