International Recovery Platform

This publication analyzes a successful early recovery program carried out by the Red Cross after the 2006 Earthquake in Yogyakarta, Indonesia. Innovative features of this project include: making the priority identified by the affected communities – shelter provision – the entry point for the programme; placing the community at the centre of the recovery process, with PMI playing only a facilitator role; creating the conditions for communities to build their own transitional (temporary) shelters, rather than providing ready-made solutions; training volunteers and sending them to live in and work with the affected communities; and adopting a cash-based rather than a commodity-based approach to assistance.
