The context analysis and evaluative framework aim to: provide a useful contextual background for operational reflection based on material available at the time of writing (April-May 2010); serve as a sound and shared foundation for evaluative efforts going forward; suggest an overarching set of questions contextualised for the Haiti response that might inform the development of a shared evaluation framework—addressing different evaluation criteria (OECD, RC-RC-NGO Code of Conduct, etc.)—and to be used to analyse and provide a compendium of the different evaluation efforts planned and underway; and provide a useful structure for a future system-wide synthesis report on the Haiti response
